Region XII COG has been actively involved in implementing and operating housing programs since 1991. The various programs with which we have been involved benefit low and moderate income residents who reside within the boundaries of the six county region or within the corporate limits of one of our associate member communities.<\/p>\n\n\n\n

The COG operates a number of in-house housing programs, as well as assists member communities in the development, funding, and operation of community-based programs. If you are interested in any of the following housing programs, please contact the Region XII COG staff at 712-792-9914 .<\/p>\n\n\n\n

Programs are subject to income eligibility. <\/em><\/h3>\n\n\n Waiting List Application for Home Owner-Occupied Programs<\/a>\n\n\n\n

Programs for Homeowners<\/h2>\n\n\n\u203a Housing Trust Fund<\/a>
<\/p>\n

Intent of Program: Home rehabilitation assistance up to $15,000 for homeowners. Funds are provided in the form of a grant or loan. Typical repairs include: window, roof, and siding replacement, updates to mechanical and plumbing systems, and accessibility. Housing trust fund grants and loans are available for homeowners in Audubon, Carroll, Crawford, Guthrie, Greene, and Sac Counties<\/em>.<\/p>\n

<\/p>\n\n\n\u203a Affordable Housing Program<\/a>

<\/p>\n

Intent of Program: Rehabilitation funds are targeted towards the elderly (62+) and disabled households. Assistance is provided in the form of a grant with a maximum award of $17,000. Typical repairs include: window, roof, and siding replacement, updates to mechanical and plumbing systems, and accessibility. These program funds are available to homeowners in Audubon, Carroll, Crawford, Guthrie, Greene, and Sac Counties and associate member cities which includes, Adel, Dallas Center, De Soto, Perry, Redfield, and Woodward.<\/em><\/p>\n

Intent of Program: Assist homeowners with rehabilitation. The maximum assistance is $10,000. Funds are provided in the form of a loan at 2% or 4% depending on income. These program funds are available to homeowners in Audubon, Carroll, Crawford, Guthrie, Greene, and Sac Counties and associate member cities which includes, Adel, Dallas Center, De Soto, Perry, Redfield, and Woodward.<\/em><\/p>\n

Intent of Program: Assist potential homebuyers with down payment assistance to purchase homes. The maximum assistance is $10,000 or 10% of the purchase price and reasonable closing costs. These program funds are available to homeowners in Audubon, Carroll, Crawford, Guthrie, Greene, and Sac Counties and associate member cities which includes, Adel, Dallas Center, De Soto, Perry, Redfield, and Woodward.<\/em><\/p>\n

<\/p>\n\n\n\u203a City-Based Homebuyer Assistance Program<\/a>

<\/p>\n

Agency Sponsoring Program: Iowa Finance Authority <\/em><\/p>\n

Intent of Program: Assist first-time homebuyers, veterans, single parents, or displaced homemakers with down payment assistance to purchase a home and rehabilitation for the purchased property. The maximum combined assistance for down payment and rehabilitation is $24,999. Funds are provided in the form of a grant. The purchased property must be located within the City limits. There are currently spots available within the city limits of Denison, Manning, and Panora. <\/em><\/p>\n

<\/p>\n\n\n\u203a Homes for Sale in Audubon, Coon Rapids, Manilla, Menlo, and Panora<\/a>

<\/p>\n

Intent of Program: Region XII has new construction, single-family homes and duplex units for sale throughout the region. These homes are all new c<\/em>onstruction, ranch style homes. Programs for Developers<\/h2>\n\n\n\u203a Housing Trust Fund<\/a>

Intent of Program: Funding for new construction or rehabilitation to create new housing units. Grant\/loan funds are available to assist developers.
\nIn certain cases, the Housing Trust Fund may be utilized to assist with the rehabilitation of rental projects. <\/em><\/p>\n

Intent of Program: Funding available to developers for new construction of affordable housing units. Funding rounds are held annually, normally in early summer. <\/em><\/p>\n

<\/p>\n\n\n\u203a CDBG City-Based Upper Story Conversion<\/a>

<\/p>\n

Agency Sponsoring Program: <\/em>Iowa Economic Development Authority<\/p>\n

Intent of Program: Assist building owners rehabilitate the second story of existing downtown buildings into residential rental housing for low-to-moderate income households. This application is submitted through the city on behalf of the building owner. Funding rounds are held annually, usually in the summer. <\/p>\n\n\n\u203a Homes for Iowa<\/a>

<\/p>\n

Intent of Program: Homes for Iowa offers 1,200 sq. ft., 3 bedroom, 2 bathroom homes delivered to the selected site for $95,000. These homes are geared towards families making $100,000 or less per year (adjusted gross income). These homes can be placed on crawlspaces or basements. These are modular homes with 2 x 6 exterior wall construction and energy star rated systems. <\/em><\/p>\n

Summit Ridge in Wall Lake are new construction rental units completed in June 2020. They are 2 bedroom, 1 bath units with an attached garage<\/em>. The appliances are included. These units are available for the elderly (62 years of age or older) or handicapped\/disabled people. Certain income restrictions do apply. Currently, there are no units available for rent. Spec Financing Revolving Loan Fund<\/h3>\n\n\n\n

Region XII COG has available funding to make partial construction loans to contractors for new speculative homes. Contractors or developers can receive a loan of up to $20,000 towards construction costs at a low interest rate.<\/p>\n\n\n\n

Lead-Based Paint Inspection and Abatement<\/h3>\n\n\n\n

Region XII COG\u2019s housing inspectors are certified in lead based paint inspection.<\/p>\n\n\n\n
