Region XII, as well as some of its departments, are governed by various boards and committees. These boards are comprised of elected officials, public agencies, private business, and volunteers. The agency as a whole is governed by the Region XII Policy Council, which consists of four representatives from each of our six counties.
Policy Council
The Region XII Policy Council is comprised of 24 members, including the Executive Board. The Policy Council meets on an as-needed basis, but typically two to three times a year. The Executive Board meets monthly on Thursday closest to the 10th of the month. The Council has been set-up to approve changes or additions in all Region XII policies as well as the Long Range Transportation Plan (LRTP), Transportation Planning Work Program (TPWP), Transportation Improvement Program (TIP), Transit Development Plan (TDP), and Job Access-Reverse Commute (JARC) Plan.

TAC Committee
The Technical Advisory Committee (TAC) comprises 9 voting members; one engineer form each county (6), one engineer from each city over 5,000 (2), and the director of the Regional Transit System (1). The committee also includes three ex-officio members from the Iowa Department of Transportation, Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The TAC meets monthly on 2nd Wednesday of each month.

Transit Roundtable XII Committee
The Transit Roundtable XII Committee (TR XII) is made of up transit providers and users from across the region. TR XII is charged with the oversight of the Region XII Passenger Transportation Plan as well as ways to increase coordination among providers and improve service for riders.
COG Housing
COG Housing, Inc. was founded to assist in the expansion of housing opportunities for low and very low income families and individuals in the region. COG Housing, Inc. is a non-profit corporation sponsored and staffed by Region XII COG.The COG Housing board has been set up to provide a balance in representation from each of the six counties. Half of the board is made up of the six executive board members of Region XII COG, are of whom are county supervisors. The remaining six members were selected for their professional knowledge of various housing issues.

Region XII Development Corporation (RDC)
Applications for financing through Region XII Development Corporation’s Revolving Loan Funds are reviewed by the Loan Review Committee, which includes two representatives from each of the COG’s six counties. The Committee includes economic development officials and lenders from around the region. The Committee meets monthly when necessary to review applications, and recommendations of the Loan Review Committee are forwarded to the Executive Board for final approval.
